Throughout these four phases, Quest contemplates a variety of information, including, but not limited to, property suitability (greenfield and existing buildings), utilities, transportation/logistics, workforce availability and suitability, training, education, financial climate, quality of life, and incentives.
Quest will conduct both desktop analysis and field visits to evaluate the proposed properties within a targeted search region. Each property will be evaluated against the project’s defined minimum criteria. Throughout the process, Quest will evaluate the building/site characteristics (size, shape, development issues, transportation infrastructure, and utility infrastructure), operating conditions (labor, costs, etc.), and community conditions (leadership, education, etc.). Quest will provide a comprehensive analysis of the short-listed properties to the client that covers all of these factors. Utilizing Quest to communicate with the targeted states and communities enables the project to maintain confidentiality at this early stage of the project.
WORKFORCE ANALYSIS vailability of a skilled workforce is a key driver in any site selection project. Quest compiles secondary data from a variety of resources while gathering primary data, such as existing industry labor interviews, directly from prospective project locations. Quest works strategically with clients to identify workforce needs and evaluate how prospective locations measure up against the criteria. Incentives negotiations are critical for any project but should not be the sole driver of the site selection process. Quest will work with the client to create effective partnerships with the local and state authorities, as well as organizations such as utility providers, to best capture both statutory and discretionary incentive support that may be available. Capitalizing on Quest’s incentive negotiations experience will enable the client to utilize incentive tools that they may have not otherwise been aware of. The incentives negotiation process is tedious and requires an experienced professional team to successfully navigate.
SCOPE, a site/project assessment software, is used in collaboration with clients to create detailed models, providing instant feedback on potential properties regarding location cost, layout, and cut and fill. With this macro Building Information Modeling (BIM) tool, the project team can visualize and analyze the project to make informed decisions quickly.
The SCOPE process combines the visual verification and data capturing capabilities in a single model and therefore provides a major breakthrough in predictability. Formulas drive costs on each system based on the specific design, materials, site conditions, and other parameters that produce much more accurate information in a given time period.
